In D2 if you are below the recommended PL for an activity. You will receive more damage and will do less of it to an enemy. However if you are recommended or above damage dealt and taken will scale to your level.
WebYou will always do the same % of damage to enemies with the weapons at or above the enemy levels/group level. Anything below and you take more damage while dealing less damage. WebYou have to be at least -49 Power Level (overall) to damage enemies, but your weapon's PL doesn't have this limitation. FYI: CoS Gaming pretty much nailed this on the head. Prestige activites limit all of your gear's PL, not just your overall PL. This is why damage seems to be normalized, and you don't gain the benefit of being over-leveled.
